The Rochester City Council is expected to vote to finalize negotiations Monday for a sports complex site in southeast Rochester.

As part of the first meeting of the year, returning Volusia County councilmen also took the oath of office and set goals.

Council approved an alternate master plan replacing a proposed children's splash pad with pads for food truck parking.
